Every user and device connecting to a Remote Desktop Session host needs a client access license (CAL). You use the RD Licensing to install, publish, and monitor RDS CALs. A user or device is an RD Session
When connected to the Host server, the RD Session Host server determines whether an RDS CAL is required. The RD Session Host server then requests an RDS CAL from the Remote Desktop license server. If an eligible RDS CAL is available from a license server, the client is given the RDS CAL and the client can connect to the RD Session Host server and from there to the desktop or any applications it is trying to use.
There is an authorization period of 180 days and no license server is required during this period. When the grace period expires, clients must have a valid RDS CAL issued by a license server to log on to the RD Session Host server.
